房市迎来反弹?热点消息!半年内或迎降息,房市有望火爆,副总理发表公开谈话:优先创造条件以实现降息;排屋受热捧,竟收到40份报价,最终加价20万成交!

房市反弹已经开始了吗?
在经历了长达两三年的高利率困扰后,加拿大人终于看到了希望的
曙光,或许在未来6个月内将迎来降息。2月13日,加拿大副总理
兼财政部长方慧兰(Chrystia Freeland)明确表示,在新的预算
案中要优先创造条件以实现降息。
巧合的是,住房部长Sean Fraser今天也开始谈论加拿大房产在
降息后的走向,似乎在传递一种信息。加拿大的新预算案将于今年
3月或4月提交给议会,副总理方慧兰今天2月13日表示:“在经济
政策方面,我们的首要任务是创造条件,使利率有可能下降。” 这
一表态似乎是在回应央行行长麦克莱姆(Tiff Macklem)之前在
众议院财政委员会作证时提到的问题。行长认为新预算中激增的
支出将阻碍通货膨胀的下降。方慧兰的表态意味着加拿大可能会
大幅削减开支,这对普通加拿大人可能不是好消息。这可能意味
着各种补贴将大幅减少,政府的支持可能变得更为困难。
在疫情期间,加拿大政府启动了大规模的公共支出,耗资惊人。
尽管特鲁多总理后来承诺在执政中期降低联邦债务占国内生产总值
(GDP)的比例,以显示政府对财政负责,但两次推迟,到现在仍
未实施。看起来,今年春天这一计划将开始实施。新的财政预算计
划将2023-24财年的赤字上限设定为401亿加元,约占GDP的
1.4%。另一个财政目标建议将2024-25财年的债务占GDP比例
目标下调至去年11月的估计值,并在此后保持该比例的下降趋势。
方慧兰表示:“我们打算实现这些(财政)目标。”
与此同时,联邦住房部长Sean Fraser也谈到了降息对加拿大房市
的影响。
他表示在当前的利率环境下,许多新的开发项目都是无利可图的,
但如果利率下降,开发商将在6个月内重新启动开发。他在谈话中
多次提到了6个月这个时间点,预计降息将在6个月内成为现实。
住房部长还提到:“无论今天还是六个月后,利率是多少,我们
今天采取的行动都是一样的。我们需要尽力,尽快建造尽可能多
的房屋,无论在今天还是六个月后,无论我们面对的利率环境
如何变化。”
实际上,加拿大房地产市场已经开始出现复苏迹象。安省
Newmarket的一座3房联排屋,挂牌价82万8000加元,竟然收
到了40个报价,最终以105万成交。卖房经纪业内人士表示,
现在大多数房屋都能收到多个报价。
自从去年中期央行加息以来,加拿大地产市场一直处于相对低迷
的状态,需求受到抑制,房屋短缺的情况长期存在,租金上涨,
再加上降息的预期越来越强烈,多位地产经纪都表示房市将迎
来反弹。
专注于可持续住房问题的智库Place Centre的创始董事
迈克·莫法特(Mike Moffatt)认为,反弹可能会更加剧烈:
“当利率下降时,首次购房者重新获得抵押贷款资格时,需求
绝对会爆炸性增长。”
与此同时,尽管加拿大政府推出了一系列鼓励新建住房的措施,
但缺房问题将长期存在。房价在短期内没有下降的动力。
从现在到2030年,加拿大每年需要新建31.5万套住宅单位,
几乎比过去多年的平均数量高出1/3。
加拿大央行似乎已经意识到无法遏制加拿大房价继续上涨。
上周二,行长麦克莱姆已经明确表示,仅仅依靠利率无法
“修复”(或者解决)更高的住房支出。
RBC首席经济学家助理Robert Hogue表示:“我猜测,
加拿大央行充分预期住房活动会随着利率下调而回升。
房价的飙升将使央行非常担忧。”
